Electronic medical records a step closer
Patients will now be written to and given the chance to opt out before a summary record is created. They will in future be asked at each consultation if the clinician can look at their record and will have the right at that point to opt out entirely, to refuse for that episode of care, or to agree to the record being viewed. They will also be able to agree to the record being permanently available to accredited clinicians.FT.com / World - Electronic medical records a step closer

ASTM Committee on Healthcare Informatics Notes Use of CCR Standard in Google Health Beta Launch
ASTM Committee on Healthcare Informatics Notes Use of CCR Standard in Google Health Beta Launch: "Google Health beta currently supports a subset of the CCR standard's content, including vital signs, medications, problems and conditions, allergies, procedures, lab results and vaccinations. Incoming CCR XML files from sources such as another PHR and electronic health records or a pharmacy database may include additional sections of the CCR standard's content, for example, advance directives or family history data. At present, these more complete medical records will be stored within the Google Health application as 'notices' and are available for use at a later date. It is expected that, over time, Google Health's CCR profile will expand in terms of the content areas it includes."

Beyond The Efficiency Index: Finding A Better Way To Reduce Overuse And Increase Efficiency In Physician Care -- Greene et al., 10.1377/hlthaff.27.4.w250 -- Health Affairs: "Current strategies for addressing health care costs stress physician performance measurement and commonly use an efficiency index (EI). During seven years of conducting individual practitioner pay-for-performance (P4P), we found that using EIs hindered our work on reducing overuse of services. This paper offers an alternative approach through the identification of variation in key cost drivers. As proof of concept, we apply this model to hypertension care. We then describe a project that decreased apparent overuse of fiberoptic laryngoscopy among otorhinolaryngologists. Focusing directly on reducing overuse improves cost efficiency without the barriers imposed by EI methodology."

Comparison of information technology in general practice in 10 countries[Healthc Q. 2007] - PubMed
Pubmed Abstract:
"A study commissioned by Canada Health Infoway provides a comparative analysis of automation in general practice in 10 countries. The most common clinical application is the automation of medication prescriptions--even if it is not a mandatory requirement as it is in Norway. It is the clinical application that provides one of the biggest benefits to general practitioners as it addresses legibility concerns, can be a significant time saver (particularly for repeat prescriptions) and offers the potential to make use of decision-support capabilities. The transmission of laboratory results is the most common electronic clinical communication application."

Universal Mandatory Health Insurance In The Netherlands: A Model For The United States?
"Policy analysts consider the Netherlands health system a possible model for the United States. Since 2006 all Dutch citizens have to buy standardized individual health insurance coverage from a private insurer. Consumers have an annual choice among insurers, and insurers can selectively contract or integrate with health care providers. Subsidies make health insurance affordable for everyone. A Risk Equalization Fund compensates insurers for enrollees with predictably high medical expenses. The reform is a work in progress. So far the emphasis has been on the health insurance market. The challenge is now to successfully reform the market for the provision of health care."
